| 本文旨在分析1995—2025年间全球葡萄酒行业世界贸易组织（WTO）通报的演变趋势与结构特征，为国内相关企业应对国际规则提供参考。基于WTO《技术性贸易壁垒协定》（TBT协定）通报和《实施卫生与植物卫生措施协定》（SPS协定）通报数据，运用时间序列分析、结构统计与区域比较方法，从通报量、类型、区域等维度展开研究。全球葡萄酒通报量显著增长，通报理由从基础安全向品质透明、地理标志、可持续认证等多元议题扩展。区域呈现差异化特征：欧洲重地理标志，美洲强标签透明，亚洲严进口监管，非洲立安全规范，大洋洲推区域协同。中国通报数量位居前列，反映出国内技贸体系持续完善与国际参与度提升。葡萄酒技贸措施已发展为涵盖安全、品质与可持续的多维体系。中国应加强标准国际对接、深化区域合作、提升企业合规能力，以增强产业国际适应性与话语权。 |

| This paper aims to analyze the evolution trend and structural characteristics of WTO notifications in the global wine industry from 1995 to 2025, providing reference for domestic enterprises to cope with international rules. Based on the notification data from the WTO's Technical Barriers to Trade Agreement (TBT Agreement) and the Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement), time series analysis, structural statistics, and regional comparison methods were used to conduct research from dimensions such as notification volume, type, region, and cause. The global wine notification volume has significantly increased, with reasons expanding from basic safety to diverse issues such as quality transparency, geographical indications, and sustainable certification. Regional differentiation features: Europe emphasizes geographical indications, America has strong label transparency, Asia has strict import regulations, Africa has established safety standards, and Oceania promotes regional collaboration. China ranks among the top in the number of notifications, reflecting the continuous improvement of the domestic technology and trade system and the increase in international participation. The technical trade measures of wine have developed into a multidimensional system covering safety, quality, and sustainability. China should strengthen international standardization, deepen regional cooperation, and enhance corporate compliance capabilities to enhance the international adaptability and discourse power . |
