| 柑橘产业为南方乡村振兴支柱,农残超标等食安风险频发,暴露全链条监管薄弱,威胁产业可持续发展与农户增收。本文梳理了中国柑橘食品安全监管的法律法规、标准体系、检测能力及多元主体职责现状,基于全链条视角,通过深入剖析赣南脐橙染色催熟、广东鲜橙农残超标、假冒清江椪柑与秭归脐橙等典型案例,诊断监管机制存在的全链条监管转型滞后与跨部门协同缺位、农业科技支撑体系的不足、基层监管资源配置的失衡、产业链主体社会治理的缺失问题。据此,研究提出构建“法规完善、科技赋能、基层强化、多元共治”的柑橘食品安全全链条监管机制。旨在为破解食品安全监管碎片化难题、推动柑橘产业高质量发展提供理论支撑与实践参考。 |

| Citrus is widely cultivated and of high economic value in southern China, playing a crucial role in rural revitalization. However, the complexity of its industrial chain frequently leads to food safety risks, highlighting the inadequacy of the existing full-chain supervision system in adapting to these challenges. This study sorts out the current status of laws and regulations, standard systems, testing capabilities, and the responsibilities of multiple stakeholders in China's citrus food safety supervision. From a full-chain perspective, it diagnoses the problems in the supervision mechanism by in-depth analyzing typical cases, such as the dyeing and ripening of Gannan navel oranges, excessive pesticide residues in fresh oranges from Guangdong, and the counterfeiting of Qingjiang ponkan and Zigui navel oranges. The identified issues include the lag in the transformation of full-chain supervision, the absence of cross-departmental collaboration, the insufficiency of agricultural science and technology support systems, the imbalance in the allocation of grass-roots supervision resources, and the lack of social governance among industrial chain entities. Based on these findings, the study proposes the construction of a full-chain supervision mechanism for citrus food safety featuring "improved laws and regulations, technology empowerment, strengthened grass-roots governance, and multi-stakeholder co-governance". The aim is to provide theoretical support and practical reference for addressing the fragmentation of food safety supervision and promoting the high-quality development of the citrus industry. |
