| 丹江口市柑桔产业作为区域农业支柱与南水北调核心水源区的生态产业，其“十四五”期间的发展转型对保障农民增收与库区生态安全具有双重战略意义。本报告旨在系统评估其发展成效与挑战，为制定“十五五”规划提供决策依据。报告显示，“十四五”期间，丹江口市柑桔产业在稳定30万亩种植规模与 30万吨年产量的基础上，通过科技赋能（如桔园托管、智慧农业）、产业链延伸（如 HPP 橙汁、柑桔白兰地）与品牌打造（“武当蜜桔”），实现了综合产值突破6亿元、加工转化率提升至30% 的显著成效；然而，产业仍面临基础设施薄弱、生产成本攀升、生态约束趋紧及产业链韧性不足等核心挑战。针对上述问题，本报告提出以“科技驱动、绿色融合、链式发展”为核心的总体战略，并建议实施基础设施攻坚、构建科技社会化服务体系升级版、全面推进产业绿色融合与生态价值转化、深化全价值链增值与融合发展、创新适应性政策与金融工具组合，以推动丹江口市柑桔产业向高质量与可持续发展迈进。 |

| The citrus industry in Danjiangkou City serves a dual strategic role as a linchpin of the local agricultural economy and a guardian of ecological security for the core water source area of the South-to-North Water Diversion Project's Middle Route. This report systematically evaluates the industry's performance during the 14th Five-Year Plan period (2021-2025), diagnosing its structural challenges to provide an evidence-based foundation for high-quality development planning in the forthcoming 15th Five-Year Plan. Findings reveal that, while maintaining a stable production base of 300,000 mu in planting area and an annual output of 300,000 tons, the industry achieved significant leaps driven by technological empowerment (e.g., orchard trusteeship models, smart agriculture), industrial chain extension (e.g., HPP orange juice, citrus brandy), and brand enhancement (e.g., the "Wudang Honey Tangerine" geographical indication), leading to a comprehensive output value surpassing 600 million yuan and a processing conversion rate rising to 30%. Nevertheless, deep-seated challenges persist: the production system is squeezed by historical infrastructure deficits and relentless cost increases, while the industrial ecology is constrained by stringent environmental protections and inherent vulnerabilities in the supply chain. In response, this report proposes a core strategy of "Technology Leadership, Green Integration, and Systemic Resilience," prioritizing key actions including modernizing infrastructure and mechanization, upgrading the sci-tech socialization service system, deepening whole-value-chain value addition and integrated development, and refining adaptive policy mechanisms to fundamentally enhance the industry's core competitiveness and sustainable development capacity within the unique ecological-economic context of Danjiangkou. |
